Pacifica Confederacy
Overview
A nomad sovereignty movement operating in and around the Pacifica district. Members call themselves the Pacifica Confederacy and express fierce loyalty to it — “Long live the Confederacy.” They appear to have an established presence south of Night City proper, with a nomad settlement that sits at the edge of or adjacent to South Bay.
Known Facts
- The Duke brothers (Oliver and Noah) are affiliated members; they describe having “a nomad settlement” nearby and are actively “trying to move closer to the Confederacy”
- Members fly the Pacifica Confederacy flag — stenciled on vehicles
- Relationship to Mr. Zip’s nomad pack: not close; Mr. Zip is aware of them but doesn’t run with them
- Political bent: strong local sovereignty; openly disdainful of corporates (“you’re obviously a corpo”)
- Session 07: recently acquired an orbital engine (implied taken from Continental Brands) and has made camp uncomfortably close to Ziptown, Mr. Zip’s home nomad clan; Mira Stojanovic warned they may be “gathering for something bigger” and encroaching on Ziptown’s territory
- The engine they hold is needed to get a derelict Continental Brands ship near Port Fantôme spaceworthy — a likely flashpoint if the crew pursues the Moon job offered by Zach the Hot Dog Maniac
- Session 08: allied with the Blacktop Saints, a racing nomad clan also encroaching on Ziptown’s territory; the Duke Boys are confirmed Blacktop Saints members. Per Ledger, the Confederacy’s broader aim is re-establishing government along the West Coast in the wake of the First Corporate War
- Session 09: has a visible, uniformed, partly armed presence at the Blacktop Saints’ camp, with flags, emblazoned trucks, and guards in the watchtowers. It provides the camp with clean water, power, and a central network. Its people get along comfortably with the nomads
- Session 09: bailed the Saints out after they were ambushed on a supply run through the Sierra Nevada, then asked them to recover an orbital engine (“Baby Girl”) from a crash in Northern California. The engine is a cornerstone of the alliance, and camp records hint Pacifica may have space program ambitions
- Session 09: helps the Saints build roads across the West Coast while letting them keep charging tolls. Their nomad allies swear they’re “not a megacorp.” Kenny’s read is that they’re “somewhere between a government and a megacorp,” building roads so they can own them. Mr. Zip found them less “confederate” than he’d feared, but still doesn’t trust the friendly face
- Ledger works for them (and the Saints) as camp “management” dealing with outside camps

- How large is the Confederacy’s presence in the area?
- Is this a formal political entity, a gang, or a loose nomad coalition? (Leaning toward proto-government)
- What is their relationship to the combat zone and the other factions in South Bay?
- Will the crew (and Ziptown) end up in open conflict with them over the orbital engine?
- What do they actually want with an orbital engine? Is there a real space program behind it?
